Invitation for Prequalification

Prequalification for Franchise Agreement C24W10 Waste-to-Hydrogen Facility (PQ C24W10)

The Airport Authority (the “Authority”) is currently exploring means of effectively managing waste arising after the Three Runway System becomes fully operational. The Authority is considering the implementation of a Waste-to-Hydrogen (“WtH”) Facility under a franchise agreement. The franchisee shall be responsible for investment, design, construction, operation and maintenance of the Facility that utilizes treatment technology to convert general waste collected by the HKIA waste management system into hydrogen fuel.

Invitations to tender for this franchise agreement are expected to be issued in late 2024 / early 2025. The Facility is to be operated in Q4 2028. The procurement method for this franchise agreement, conditions for participation, tenderer selection criteria and other pertinent details are detailed in the Prequalification Invitation Document.

The Authority invites prequalification from organisations with PROVEN EXPERIENCE and the CAPABILITY to invest, design, construct, operate and maintain the Facility. Applicants should be experienced in the utilization of waste treatment technology and will need to be able to demonstrate previous experience and ability in undertaking similar waste management projects.

The deadline for completing and delivering the Prequalification Submission to the Authority’s Tender Box at the lower ground floor lobby of HKIA Tower will be on 14 November 2024 at 16:30 (Hong Kong time).

The Authority will evaluate all applications using the information to be provided by the applicant in the completed Prequalification Submission and select the successful applicants for tendering or sole souring negotiation at its sole discretion.

All costs associated with any submission in response to this notice shall be entirely the responsibility of the applicant.
